Vincent Barnes is Senior Advisor at Gray Global Advisors, and has over 20 years of government affairs and business advisory experience. He regularly engages with members of Congress, policy makers, and regulators on issues impacting energy, trade, manufacturing, telecommunications, financial services, healthcare, and infrastructure and economic development. Throughout his tenure with GGA, Vincent has built a reputation for delivering on client objectives, developing effective government affairs strategies, and engaging grass tops and grass roots stakeholder interests as part of clients’ identified objectives.
Vincent has effectively represented GGA’s energy, manufacturing, healthcare, trade, telecommunications, and related clients on matters including tax reform, consumer protection and privacy, regulatory reform, cybersecurity, export policy, clean air standards, and others. Prior to joining GGA, Vincent served as Legislative Counsel for Congressman Bobby Rush (D-IL) where he worked extensively with the Committee on Energy and Commerce on legislation related to transportation, manufacturing and trade, energy and power, telecommunications, and financial services. He also served as Senior Legislative Counsel with the American Bankers Association, where he worked on the Dodd-Frank Act and resulting regulatory issues. His financial services work also includes U.S. House Commerce Committee work on Gramm-Leech-Bliley.
He has been featured in Black Enterprise Magazine, and has presented at the Harvard Business School, and Ross School of Business at the University of Michigan. He holds a J.D. from the University of Utah S. J. Quinney College of Law, and a B.A. in English from Brigham Young University.
